She was born and raised in Plains, Georgia in the United States. Amy was born to her father Jimmy Carter, and mother, Rosalynn Smith. She has three siblings: Donnel Carter, Jack Carter, and James Carter. 

She attended predominantly black public schools in Washington, beginning with Stevens Elementary School and progressing to Rose Hardy Middle School. Carter relocated to Atlanta following her father's presidency, where she finished her high school studies at Woodward Academy, located in College Park, Georgia. At the time of the 1982 summer session, she was a Senate page. Carter studied at Brown University and was unluckily expelled in 1987. Amy later received a Bachelor of Fine Arts (BFA) degree from the Memphis College of Art, and in 1996 from Tulane University, she gained a master's degree in Arts in Art History in New Orleans.

Carter rose to prominence as a political activist. During the ’80s and early ’90s, she participated in sit-ins and protests to change US policy toward Central America and South African apartheid.

She was detained during a 1986 protest against CIA recruitment at the University of Massachusetts Amherst, along with activist Abbie Hoffman and 13 other people. She was cleared of all charges in a highly publicized trial in Northampton, Massachusetts.

The necessity defense was used by lawyer Leonard Weinglass to successfully argue that prohibiting the CIA from recruiting on campus amounted to trespassing in a burning building because the agency was involved in criminal activity in Central America and other hotspots. Weinglass defended Abbie Hoffman in the Chicago Seven trial in the ’60s.
