Betty grew up with three younger siblings. Her brother Norman Buckley is also involved in the film industry as a director.

Betty's aunt encouraged her to take up dance lessons and sing in the church choir. Betty's father, however, was dismissive of the career path. Therefore, Betty began pursuing a journalism degree at Texas Christian University. While at the university, however, Betty won the 1966 Miss Fort Worth pageant and caught the attention of the Miss America producers, who asked her to sing at the Atlantic City contest. After graduating with her degree, Betty Buckley worked as a reporter before making her debut in her first Broadway musical.
