Fiona Hill, born in October 1965, is an English-American foreign affairs specialist and author. She served as the Deputy Assistant to the President and Senior Director for European and Russian Affairs on the US National Security Council from 2017 to 2019. She was also the national intelligence officer for Russia and Eurasia at the US National Intelligence Council from 2006 to 2009.

Hill has a PhD in history from Harvard University and is a recognized expert on Russian and European affairs. She testified in the November 2019 House hearings during the first impeachment of President Donald Trump.

As of 2023, Fiona Hill is a Senior Fellow at the Brookings Institution and was appointed as Chancellor of Durham University in England in June 2023. She has authored several books, including a respected biography of Russian President Vladimir Putin. Fiona Hill was born in October 1965 in Bishop Auckland, County Durham, England. She is the daughter of a coal miner, Alfred Hill, and a midwife, June Murray.

During the 1960s, many local coal mines were closing, so Hill's father wanted to migrate to find work in the mines of Pennsylvania or West Virginia. However, his mother's poor health required him to stay in England. He thus worked as a porter in a hospital and their family struggled financially. Hill began working odd jobs, including washing cars and working as a waitress at a local hotel, at the age of 13. She attended Bishop Barrington School during her early years.

Hill pursued her higher education at the University of St. Andrews in Scotland, where she earned a master's degree in Russian and modern history. She then went on to Harvard University, where she earned a master's degree in Soviet studies in 1991 and a PhD in history in 1998 under the guidance of Richard Pipes, Akira Iriye, and Roman Szporluk. Notably, Hill was a Frank Knox Fellow at Harvard.
