Santos was born on June 9, 1931. This was the same day his father died in Brooklyn. Rose, his mother, initially sold olive oil and later went on to own a nightclub and sing in New York City and Havana. Joe took the name of her mom's second husband, Daniel Santos, who was born in Puerto Rico.
Santos played soccer at Fordham University and even went semi-pro before deciding to pursue a career in acting. This led Santos to the TV movies industry. He struggled in the show business and took blue-collar jobs while taking acting classes until he was cast in the 1971 film 'The Panic In Needle Park'. This was the beginning of his acting career, thanks to his buddy Al Pacino who helped him get the role.
Santos served in the US Army during the Korean War.
