Noriega was at the Marine Corps Air Station Kaneohe Bay, Hawaii for a period between 1983 and 1985, receiving instruction after he had graduated from flight school. From the Marine Corps, he would be selected to study at the Naval Postgraduate School, to earn two masters of science degrees. He would go on to be assigned to the United States Space Command and would serve as the Space Surveillance Center Commander. He has a military rank in the Marine Corps. In December 1994, Carlos Noriega would be selected by NASA and would report to the Johnson Space Center in the March of 1995. Carlos Noriega would then receive training and evaluation for a period of over a year. He would later go on to serve as Chief, Exploration Systems Engineering Division, Engineering Directorate, Johnson Space Center.
Later on, he would become an astronaut and would go to space with STS-84. This was NASA's sixth space shuttle mission, and the shuttle would rendezvous and dock with the Russian Space Station Mir.
The astronaut was also a part of the STS-97 Endeavour, dedicated to the building of the International Space Station.
The astronaut has won several awards for his commendable service to NASA as well as the Marine Corps.
