David Kelley was born in Waterville, Maine, in the United States, and was brought up in Belmont, Massachusetts. He attended the Belmont Hill School.

David Kelley's father, Jack Kelley, is a United States Ice Hockey Hall of Fame member. His mother, Virginia (Ginny) Kelley, pursued various jobs. In 1979, David Kelley started his bachelor's degree in political science at Princeton University, and in 1983, he completed his Juris Doctor degree from the Boston University School of Law.

David Kelley started his career immediately after graduating from law school, where he worked at a Boston law firm.
