Debra Winger was born to Ruth (née Felder), an office manager, and Robert Winger, a meat packer in Cleveland Heights. Winger had two siblings named Marc and Marla. The actress has told various interviewers over the years that she volunteered on an Israeli kibbutz, even claiming to have trained with the Israel Defense Forces, but she said in a 2008 interview that she was simply on a standard youth trip that stopped by the kibbutz.

After returning to the United States at the age of 18, Debra Winger was involved in a car accident and had a brain hemorrhage, leaving her largely paralyzed and blind for 10 months after being told she would never see again. With more time on her hands to reflect on her life, she made the decision that if she recovered, she would relocate to California and pursue a career as an actor in Hollywood films.
