Herb Kelleher was first a clerk at the Supreme Court of New Jersey. He later shifted to Dallas, Texas, to start a business or a law firm.

Between 1969 and 1981, Kelleher was a partner in Oppenheimer, Rosenberg, Kelleher & Wheatley. He and Rollin King, a Texas businessman, and his law client came up with a concept with John Parker, a banker, which is now called Southwest Airlines. This concept was written at a San Antonio restaurant. Initially, they planned to use low-cost air service after connecting the Texas Triangle, patterned on the Pacific Southwest Airlines in California. The first flight of Southwest Airlines took off in July 1971. Kelleher also handled the legal concerns faced by the company. He worked as an advisor and general counsel. In March 1978, Kelleher became the chairman and the temporary CEO. Later, Howard Putnam became its president and CEO. However, Kelleher was appointed as the full-time president and CEO, and he these positions for 20 years.

Southwest Airlines saw success under Herb Kelleher's strategy and focused on secondary airports like Orange County in California, Dallas Love Field, and Chicago-Midway. The company later expanded to major airports. The annual polls of Fortune magazine named this company to be one of the most admired. After stepping down from his positions, Kelleher appointed Colleen Barrett as the airline's president and James parker as its CEO.
