Joyce Penelope Wilhelmina Frankenberg was born in Uxbridge, Middlesex, which is now part of Greater London, England. She changed her name to Jane Seymour after entering the entertainment industry. Her parents were Mieke van Tricht, a nurse, and Benjamin John Frankenberg, a prominent gynecologist and obstetrician. Her father was Jewish. He was born in London to a family from the Polish hamlet of Nowe Trzepowo. Her mother was a Protestant Dutchwoman from Deventer who had been a refugee during World War II and had resided in the Dutch East Indies. Seymour has indicated that she learned Dutch through her mother and fellow Japanese concentration camp survivors, with whom she spent many holidays as a kid in the Netherlands.

Seymour went to Tring Park School for the Performing Arts in Hertfordshire, where she acquired her education.
