Kara was the winner of Miss South Carolina State University. Her professional life began with her employment at the United States Nuclear Regulatory Commission as a radiochemist. She placed second in the 2015 and 2016 Miss District of Columbia USA pageants. Her third attempt was met with success as she was named Miss District of Columbia 2017 in December 2016. She is the seventh Miss USA to be born outside of the United States.

Born in Naples, Italy, Kara McCullough's parents are Artensel McCullough Sr. and Betty Ann Parker. McCullough has four other siblings. In January 2020, McCullough announced her engagement to professional basketball player Garrett Temple. The couple married later that year in a discreet wedding due to the pandemic. It was later revealed that McCullough was expecting their first child in May 2020. The duo welcomed a son in August 2020.
