He returned to his native state of Oklahoma during the Reagan administration, where he was nominated to serve as a United States Attorney at age 31. From 1980 to 1981, he worked as a Special Assistant US Attorney in the Southern District of Florida.
He has been designated one of the Leading Judges In America and one of the Leading Litigation Attorneys In America by LawDragon Magazine. He was also honored by the United States Junior Chamber Of Commerce as one of the Top Ten Outstanding Young Americans for his public service.
Because of his remarkable trial performance, he was inducted into the American College Of Trial Lawyers. Chambers & Partners named Judge Phillips one of the Top Seven Mediators in the United States of America in August 2016.
