The Declaration of Independence was authored by Thomas Jefferson and was adopted in a meeting in Philadelphia on 4 July 1776.
It was written in order to declare that the thirteen colonies on the continent of America, which had been at war with Britain, would be declared as independent sovereign states, free from British rule. It is with this Declaration that these thirteen colonies started to be referred to as the United States of America.
